In the pre-cloud era, each life science company bought their own applications from software vendors – or rather they bought bundles of licenses, based on an estimate of the number of users over a certain period. This procedure necessitates that you scan the market, find a trusted vendor, validate the vendor and purchase the applications you need, and perhaps customise them to fit your particular business needs, not to mention validate the application and the full stack. The entire process easily takes from one to three years before deployment. Then, finally, you are operational. Talk about latency!
